Board of Directors

The board of directors of HarborWorks serve as volunteers and are unpaid for their services to the community.  Two of the board members are nominated by the Port and two by the City.  The City Council must appoint the board members.  The four first appointed members of the board nominated the fifth member to serve as its first president who was appointed by the City Council.  That position is currently filled by Orville Campbell.

Orville Campbell

Orville retired from the Pulp and Paper Industry in various managerial positions after a career of forty-five years, working in mills located in Port Townsend; St. Helens, Oregon; Bogalusa, Louisiana; and Port Angeles.  He represented Crown Zellerbach and James River Corporation on the Elwha River Hydro relicensing effort, and the sale of the two dams to the Federal Government.  He has served as a member of the James River Corporate Team during the sale of the Port Angeles Pulp and Paper Mill to Daishowa America in 1988.  Orville received a BS Degree in Electrical Engineering from Washington State College.  He is a former member of the City of Port Angeles Council and serviced as deputy mayor.

 

 

Howard Ruddell (City representative)

Howard is the owner and president of Ruddell Hyundai and Ruddell Auto Mall.  He has worked with Future Systems consulting and J.D. Power & Associates for four years in Detroit as a senior analyst, manager and director of operations in the areas of research, consulting and project management.  He is a graduate of Gonzaga University with a Bachelors of Business management.


James Hallett (City Representative - Treasurer)

Jim Hallett moved to Port Angeles in 1978 and  established his financial planning practice in 1987.  He was appointed to the City Planning Commission 1984, was elected to the City Council  in1986 and re-elected 1989.  Hw served as  Deputy Mayor 1990-1991 and Mayor 1992-1993.  He is currently President of the Port Angeles Regional Chamber of Commerce and has been a Chamber Board member for past 5 years.  He is a Past President of the Port Angeles Kiwanis Club, Past President of Holy Trinity Lutheran Church, a former board member of the Clallam YMCA, and the North Olympic Land Trust.  He has a Master of Science in Financial Planning and a Bachelor of Business Administration.  His professional certifications include Certified Financial Planner Practioner (CFP); Accredited Investment Fiduciary Analyst (AIFA); and a  Chartered Financial Consultant (ChFC) among other certifications.

 


Jerry Hendricks (Port Representative -Secretary)

Jerry Hendricks has been a resident of Port Angeles for 55 years. He was an employee of the Port  of Port Angeles for 27 years including 15  as the Executive Director. After retiring from the Port in 1994 he became the executive director of Washington Citizens for World Trade, a wood products trade association. He fully retired in 2007.    He continues to serve as a board member of a number of community organizations.


Kaj Ahlburg (Port Representative)

Kaj Ahlburg joined the HarborWorks board as one of two Port of Port Angeles representatives to the board in January 2010. 

Kaj graduated with an Honors Bachelor of Arts degree in Economics from the University of Waterloo in Ontario, Canada and with a cum laude Juris Doctor degree from Harvard Law School.   He practiced law for four years with Shearman & Sterling in New York City, specializing in bank regulation and financial transactions.  He has fifteen years investment banking experience in corporate finance fixed income with Dillon Read, UBS and Bank of America Securities in New York City.   He is currently Vice President and Chairman of the Board of Directors of the Port Angeles Business Association.


Jeff Lincoln - Executive Director

Jeff LincolnJeff was selected to be the Executive Director of HarborWorks in June 2009.  Prior to joining HarborWorks, he was Director of Engineering for the Port of Olympia where he was responsible for completing the necessary engineering and construction to bring a new log export customer to the port that included a dredging project complicated by contaminated sediments.  He also accomplished the planning and initiated the cleanup and redevelopment of Eastbay, a major downtown Olympia Brownsfield project that will see major investments in a new museum, a public plaza and a number of commercial developments.  Prior to joining the Port of Olympia, Jeff was the Public Works Director for the Town of Steilacoom and at the City of Poulsbo. 

 Jeff also was the Senior Director for Facilities Development at the Port of Tacoma, where he oversaw the completion of 4 state Model Toxics Control Act upland cleanups and 2 federal Superfund cleanups, all of which led to subsequent major redevelopments.  During his tenure Jeff oversaw the planning and construction of hundreds of millions of dollars in infrastructure and new port marine and rail facilities for one of the largest ports in the United States.

 Jeff’s recent experience was preceded by a 27-year military career from which he retired as a Lieutenant Colonel, Corps of Engineers.  Jeff has a Master of Science degree from UW in Civil Engineering, a Master of Science degree from USC in Systems Management and a Master of Arts degree from the Naval War College in National Security and Strategic Studies.  Jeff received his undergraduate Bachelor of Science degree in General Engineering from the United States Military Academy.
